Operational Infrastructure for Cannabis Retail

We build the operating systems cannabis dispensaries run on.

From opening day to audit-ready operations — I install the financial and operational systems that turn margin, cash, and staff performance into something you can run, not something that runs you.

Operator Built 17+ Years Refined 280E Optimized Audit-Ready

The bench behind the work

Built by owners, operators, and CPAs.

Tested in the most competitive markets.

Refined over 17+ years.

Audit-tested and approved.

80+ combined years of CPA bench.

The Problem

Most dispensaries don't have a marketing problem. They have a structure problem.

Margins leak at the SKU. Cash tightens quietly. Staff drifts without accountability. On paper the business looks fine — underneath it's not holding.

Advice doesn't fix that. Systems do.

What I install

Three engagements. One outcome: a business you can run.

01 / Opening Soon

Infrastructure before day one

Open with a business, not a project. Built before the doors swing, so the first 90 days aren't spent fixing what should have been installed.

  • GAAP-compliant accounting
  • 280E-ready tax framework
  • Cash control & daily reconciliation
  • SOPs for every role
  • Budtender KPI framework
02 / Already Open

Turnaround & restoration

A three-phase engagement that identifies margin leakage, installs the systems that stop it, and keeps the structure enforced long enough to hold.

  • Phase I: Executive Findings Report
  • Phase II: Governance Installation
  • Phase III: Ongoing Oversight
  • SKU-level margin integrity
  • Open-to-buy & inventory discipline
03 / Ongoing Oversight

Executive discipline, retained

The accountability of a senior operator without the cost of an exec hire. Monthly variance review, KPI governance, and margin protection that holds long after installation.

  • Monthly KPI reporting
  • Variance analysis & review
  • Pricing & discount enforcement
  • Vendor performance oversight
  • Financial reporting integrity

How it works

Three phases. Diagnostic to discipline.

— Phase I

Diagnostic

Pre-implementation visibility across pricing, inventory, discounts, vendor terms, labor, and cash. The leaks get named before anyone touches them.

Executive Findings Report · 90-day plan
— Phase II

Installation

The systems go in — pricing architecture, open-to-buy discipline, cash controls, 280E allocation, KPI cadence — with dashboards and enforcement built for your operators, not for a slide deck.

Governance Installation Summary
— Phase III

Oversight

Structure without enforcement drifts. Ongoing executive oversight keeps margin, cash, and staff discipline in place month after month — variance reviewed, results reported.

Monthly KPI reporting & variance review

Measured results

The system working together.

3–5%
Margin recovered
5–10%
Labor cost reduction
10–15%
Tax positioning improvement
15–20%
Revenue quality lift

Not one lever. The system, working together.

Stephen is the rare operator who can translate what works on the retail floor into what survives an audit. His work on our operational systems, margin recovery, and 280E compliance set a new bar for how Mission dispensaries were run.

The Story

Built in the trenches. Refined over seventeen years.

Green Ledger Systems was built over 17+ years operating dispensaries from the ground up — through the most competitive markets in the country, through regulatory changes nobody saw coming, and through every version of the problems operators are still dealing with today.

Founding General Manager, Medithrive (SF) — one of the first fully built-out, professionally operating dispensaries in the country.
Founding COO & Partner, Bloom Room (SF) — took on full Controller responsibilities by 2016 and brought in parents, both CPAs with 80 years combined, to formalize the financial architecture.
Expansion lead, Bloom Room (Pacifica) — opened the second Bloom Room location, porting the proven operating model to a new market.
Operating partner, Gas Station (Santa Rosa) — installed the full financial and operational framework in North Bay retail.
Founding General Manager & Buyer, San Pancho by OFL (SF) — translated seventeen years of retail and finance discipline into one of California's most disciplined new openings.
"If you're opening a dispensary, I can save you years of expensive trial and error. If you're already open and something isn't working, I've probably seen the problem before — and I know exactly what to do about it."

Questions people ask

Common questions.

Who is this for? +

Operators, not MSOs. First-time operators opening their first dispensary, existing operators whose numbers look fine on paper but don't hold under pressure, and small groups scaling from one location to several. If you're a national MSO with a full finance team, I'm probably not your fit.

Why not just hire a consultant? +

Consultants hand you a report. I install systems. That distinction is the entire business. If a recommendation isn't executable on Monday morning by the team already in your building, it's not a system — it's a sales deck.

Will you try to run our operation for us? +

Built to support, not replace. We're not here to replace operator judgment. We don't dictate tools, vendors, or strategy. We build the infrastructure that helps you run your operation, your way — with financial control, operational discipline, and clear visibility.

How long does an engagement take? +

Ninety days to find it. Up to six months to fix it. The diagnostic is scoped to a 90-day window. Installation runs from 60 days to six months depending on the state of the operation. Ongoing oversight is a monthly cadence with quarterly reviews.

Is this confidential? +

Private by default. Every engagement is covered by NDA. I don't publish client names, don't share numbers, and don't use your operation as a case study without written permission.

What does this cost? +

Fixed-fee for the diagnostic. Milestone-based for installation. Retained monthly for oversight. You'll see a written proposal before any commitment. If the math doesn't work for your operation, I'll tell you in the discovery call.

What makes Green Ledger different? +

Skin in the game, not a slide deck. I've run the retail floor, owned the P&L, sat in the controller seat, and survived every version of 280E since it applied. The systems here were built for operations I had skin in — not drafted in a workshop. That's why they hold.
